| During Discussion on Demands in Kerala legislative Assembly during 2008-09 the Government had assured that special priority will be given for electric connection to residence of students who are attending public examination. Board after considering the issues in detail, decided to authorise Deputy Chief engineers of Electrical Circles to sanction special priority for Weather Proof service connections and also service connections requiring line extension up to and including 235 metres (200 metres OH + 35 metres WP), for domestic purpose under normal development scheme, without limitation of target date to residence of students of government / aided school who are attending SSLC examination subject to following conditions 1. The application for service connection shall be in the name of father / mother of the student who is attending SSLC examination in the school year (2010 – 2011) 2. The application shall be for electrifying the residential building where the student is normally residing 3. Certificate, in the format given in Annexure, issued by the Principal / Headmaster / Headmistress of the school where the student is studying, confirming to (1) & (2) above shall be insisted upon to ascertain the bonafides of the application. 4. | Petitions were received from associations of industrial establishments pointing out that KSEB insists that applicants requiring connected load above 50 kVA shall install new transformers though a number of transformers installed in industrial estates are under utilised. It was requested that KSEB shall permit service connections in industrial estates without insisting upon the applicant to install separate transformer even if his requirement is above 50 kVA, provided there is spare capacity available in the transformers already installed in that industrial estate. Chief Engineer (Distribution South) pointed out that the issue was discussed in 11th meeting of State Level Advisory Board. The meeting also suggested that Board should not insist for additional transformer, where adequate capacity is available in the existing transformer. Honourable Minister for Electricity, Government of Kerala suggested that idling of transformer capacity at industrial estate shall be avoided. | Created Size Downloads |

| The existing target date for Normal Weatherproof and Overhead Service Connections are 31.03.2010 and 30.09.2010 respectively. Only 9335 targeted overhead service connections are pending. On review, it is noted that only few Electrical Circles viz Kozhikode, Kalpetta, Manjeri, Kasargode, Tirur, Sreekandapuram and Vadakara lag considerably in achieving the present target. | Board vide its order read as 1st paper above has introduced Vaidyuthi Sureksha Scheme with effect from 01.01.2000 covering the liability for payment of all fatal and non-fatal accidents occurred to the general public of the state and their domestic cattle. The scheme envisages an ex-gratia payment at the rate of Rs.50,000/- for death and proportionate amount of ex-gratia for permanent disablement limited to Rs.50,000/- based on the disability certificate showing the percentage of the disability sustained issued by the District Medical Board. An ex-gratia amounting to Rs.5000/- is paid to owners of domestic cattle electrocuted from Board’s installations. The electrocution/electrical accidents occurred from the Boards installation up to the meter point of the consumer alone are covered as per the scheme. | Created Size Downloads |

| Sanction for implementation of R-APDRP scheme during 11th 5-year plan period with revised terms & conditions is conveyed by Government of India vide order read as 1st paper above. As per the guidelines issued by Government of India, a Quadripartite Agreement was executed between Government of India and Power Finance Corporation on one part and the State Government and the KSE Board, on the other part to implement the Restructured APDRP scheme in Kerala. The Government of India, vide letter read as 2 above has intimated that the Detailed Project report for Part -B of the scheme for 21 towns and revised project cost of Kayamkulam town as listed below were approved by the 20th steering committee . The total project cost of 21 schemes is Rs.267.23 Crores (Rupees Two hundred and Sixty Seven Crores and twenty three Lakh only) and revised project cost of Kayamkulam scheme is Rs. 9.98 Crores as shown below. 25% of the sanctioned project cost will be released as loan from Government of India as per R-APDRP guidelines. | Created Size Downloads |
