Introduction of new system of Collection of electricity charges from consumer's through Bank - Sanction accorded

At present, electricity charges are being collected at various Electrical Section Offices of KSEB mostly in cash or through local cheques. In order to enhance services of the Board to its consumers, a new system of payment of electricity charges through bank by an arrangement of debit advice from consumers against their designated bank account has been envisaged. A meeting was convened on 31-08-2007 for discussing the proposal with officials of our four collecting banks. Representatives of State Bank of Travancore, Canara Bank and Union Bank of India attended the meeting. The purpose of the proposed arrangement is to facilitate an easy way to pay the periodical electricity bills by the consumer having a bank account. Created

Handing over the metering equipments of dismantled H.T Service to the consumers themselves

In the case of HT consumers, the metering equipments such as CT/PT units and TOD meters are procured by the consumers while availing new connection. While dismantling such connections, these equipments are not seized by the Board at present. At this juncture, the Deputy Chief Engineer, Electrical Circle, Palakkad has requested clarification on the following points vide letter read above. i. whether the metering equipments are to be taken by KSE Board or not while dismantling HT connections. Unauthorized use of Electricity - Assessment of electricity charges - Method of penalization

The Executive Engineer, Electrical Division, Ponkunnam sought clarification regarding the methodology to be adopted while issuing penal bills in the case of unauthorized additional load. The Kerala State Electricity Regulatory Commission clarified vide letter read as 2nd paper that penalty rate is applicable to both fixed and energy charges for the unauthorized use of Electricity as per sub-section (6) of Sn 126 of Electricity (Amendment) Act, 2007 which states that the assessment under this section shall be made at a rate equal to twice the tariff applicable for the relevant category of services specified in sub section (5). As per sub section (5) of section 126 of Electricity (Amendment) Act, 2007, if the assessing officer reaches to the conclusion that unauthorized use of electricity has taken place, the assessment shall be made for the entire period during which such unauthorized use of electricity has taken place and if, however, the period during which such unauthorized use of electricity has taken place cannot be ascertained, such period shall be limited to a period of twelve months immediately preceding the date of inspection. The appointed date for bringing into force the Electricity (Amendment) Act, 2007 is 15.06.2007. Created

In partial modification of the Board Order read above, the Board hereby issue the following correction to the last paragraph in the above Board Order as follows:- Having considered the matter in detail, sanction is accorded to the field officers to handover the metering equipments of dismantled HT service to the consumers themselves, as the materials have been procured by the consumers subject to the condition that there are no pending arrears and dispute regarding meter reading, accuracy of meter or metering equipments. Payment of Electricity Charges of the PWD Rest Houses and Various Offices of the PWD (B&LW) - Time Extension - Sanctioned

Sri. K. Sundaran, Chief Engineer, Building and Local Works and Ex-officio Additional Secretary to Government, Public Works Department has informed that the disconnection of power supply to PWD Rest Houses due to the non-payment of electricity charges causes extreme hardships as the PWD Rest Houses are being occupied by the Ministers and other top officials including Judicial Officers, Commissions for holding enquiry proceedings etc. It is stated that by the end of the financial year, the dues will be almost cleared. The Chief Engineer requested not to disconnect the power supply of the PWD Rest Houses abruptly and without due notices to the concerned with sufficient time. Created

Regularization of unauthorized cable TV Operators - Extension of cut off date - Sanctioned

As per the Board Order read as 1st above, all unauthorized CTV connections can be regularized with effect from the date of payment of 3 times the floor rate fixed by the Board from the date of unauthorized connection and the cut off date for regularizing the unauthorized connection was fixed as 01.11.2002. Later it was extended upto 31.12.2006 vide Board order read as 2nd and 3rd above. The Member (Distribution) vide note read as 4th above has suggested to revise the cut off date for regularization of unauthorized CTV connections upto 31.03.2008, since a large number of unauthorized connections are existing and will help to realize a considerable revenue to the Board. Board had implemented a scheme for cash award to the informants (SRI), who give information leading to successful detection of theft of electricity and also to the officers, who detect theft of energy resulting in actual realization of additional income to the Board, vide order read as 1st paper above. The conditions for eligibility of the same were also incorporated in the Board order. Further, Board had approved certain guidelines for issuance of incentive to APT squad vide order read as 2nd paper above. Created

Revitalizing Communication facility in Kerala State Electricity Board using Mobile Phone network under CUG-Extending the CUG network connection to the field officers and offices in KSE Board - Sanctioned

As per the B.O. read as 3rd and 4th paper above, a pilot project of providing communication facility in the office of Kerala State Electricity Board in Thiruvananthapuram District using mobile network under CUG was completed during 2006 and as per the B.O. read as 12th paper above, Board has extended the CUG mobile facility to the Chief Engineers, Deputy Chief Engineers, Executive Engineers and some other officers working in field outside Thiruvananthapuram District. On implementation of the pilot project, the landline expenses have come down. Considering the above facts the Chief Engineer, System Operation, Kalamassery and the Deputy Chief Engineer, System Operation Circle, Thiruvananthapuram have submitted proposals for extending the CUG network connection to all the field officers and field offices in K.S.E.Board. Government vide G.O. read 2nd paper had ordered waiver of minimum demand charges/fixed charges for electricity for the period of closure in respect of all closed HT/LT Plantations and Industrial units which will be restarting their operation on or before 31.12.2008. I. The Board in its meeting held on 18.08.2008 decided to accorded sanction to adopt the G.O. (Rt) No: 209/2008/PD dated 02.08.2008 for implementation in the K.S.E.Board subject to the following conditions. 1) To extend the cut-off date for waiver of MD charges in respect of closed industrial units/plantations specified in the G.O. Representations have been received from various quarters to simplify the procedures now adopted for applying for various purposes in KSEB. As a part of simplifying the procedures, a task force was constituted vide BO(FM)2319/2007 (DPC III/Reforms/Simplification/07-08) dtd 11.10.2007 to study issues regarding simplification of service connection application booklets, service connection procedures, ownership change, tariff change, cash collection, work deposit, efficient functioning of enquiry counters, prevention of electrical accidents, standardisation of distribution network, implementation of standards of performance etc. The committee submitted its report on these aspects. Tariff applicable to seafood processing units - implementation of KSERC order dated 01-09-2008-sanctioned

The Kerala State Electricity Regulatory Commission (KSERC) vide paper read as 1st above had issued general Tariff Order 2007 made with effective from 01-12-2007. About 32 Low Tension seafood-processing units in the state filed petition before the Hon. KSERC to categorize them under LT-IV Industrial tariff. Hon. KSERC heard the Board and all the petitioners and vide paper read as (2) above had issued orders that 'seafood processing units' in LT shall be billed under LT-IV industrial category. The LT consumers engaged in the freezing and cold storage activity shall be billed under LT-VII (A) Commercial as mentioned in the Tariff Order 2007. Similarly, the seafood processing units in HT category shall be billed under HT-IV Commercial as provided in the tariff order 2007. Created
