| At present, electricity charges are being collected at various Electrical Section Offices of KSEB mostly in cash or through local cheques. In order to enhance services of the Board to its consumers, a new system of payment of electricity charges through bank by an arrangement of debit advice from consumers against their designated bank account has been envisaged. A meeting was convened on 31-08-2007 for discussing the proposal with officials of our four collecting banks. Representatives of State Bank of Travancore, Canara Bank and Union Bank of India attended the meeting. The purpose of the proposed arrangement is to facilitate an easy way to pay the periodical electricity bills by the consumer having a bank account. | Created Size Downloads |

| In the case of HT consumers, the metering equipments such as CT/PT units and TOD meters are procured by the consumers while availing new connection. While dismantling such connections, these equipments are not seized by the Board at present. | The Executive Engineer, Electrical Division, Ponkunnam sought clarification regarding the methodology to be adopted while issuing penal bills in the case of unauthorized additional load. The Kerala State Electricity Regulatory Commission clarified vide letter read as 2nd paper that penalty rate is applicable to both fixed and energy charges for the unauthorized use of Electricity as per sub-section (6) of Sn 126 of Electricity (Amendment) Act, 2007 which states that the assessment under this section shall be made at a rate equal to twice the tariff applicable for the relevant category of services specified in sub section (5). As per sub section (5) of section 126 of Electricity (Amendment) Act, 2007, if the assessing officer reaches to the conclusion that unauthorized use of electricity has taken place, the assessment shall be made for the entire period during which such unauthorized use of electricity has taken place and if, however, the period during which such unauthorized use of electricity has taken place cannot be ascertained, such period shall be limited to a period of twelve months immediately preceding the date of inspection. | Sri. K. Sundaran, Chief Engineer, Building and Local Works and Ex-officio Additional Secretary to Government, Public Works Department has informed that the disconnection of power supply to PWD Rest Houses due to the non-payment of electricity charges causes extreme hardships as the PWD Rest Houses are being occupied by the Ministers and other top officials including Judicial Officers, Commissions for holding enquiry proceedings etc. It is stated that by the end of the financial year, the dues will be almost cleared. The Chief Engineer requested not to disconnect the power supply of the PWD Rest Houses abruptly and without due notices to the concerned with sufficient time. | Created Size Downloads |

| As per the Board Order read as 1st above, all unauthorized CTV connections can be regularized with effect from the date of payment of 3 times the floor rate fixed by the Board from the date of unauthorized connection and the cut off date for regularizing the unauthorized connection was fixed as 01.11.2002. Later it was extended upto 31.12.2006 vide Board order read as 2nd and 3rd above. The Member (Distribution) vide note read as 4th above has suggested to revise the cut off date for regularization of unauthorized CTV connections upto 31.03.2008, since a large number of unauthorized connections are existing and will help to realize a considerable revenue to the Board. | Created Size Downloads |

| Board had implemented a scheme for cash award to the informants (SRI), who give information leading to successful detection of theft of electricity and also to the officers, who detect theft of energy resulting in actual realization of additional income to the Board, vide order read as 1st paper above. The conditions for eligibility of the same were also incorporated in the Board order.
